Details
Now that product-details is added to the code, we should be able to reenable the NS cache. Once we decide on a time, we can reassign this to server ops.

The NS was enabled, and I see cache headers on everything except the actual .html pages themselves (so js, images, etc. are all working correctly). Jeremy thinks it has to do with us sending the Vary: user-agent header, which I don't think is necessary anymore. It looks like it is leftover from when we had PHP generating the download links. Any objections to me removing it so we can cache the .html pages?

r6378 is the trunk->prod merge that removes the Vary header. Jeremy: can you update /includes/prefetch.php please?
