Now that p3p for cookies is gone from the tree, we should switch our default cookie pref to a value that still exists - even though setting it to 3 or 9999 has the same effect, 0, it's less confusing to not make people track down what "LIMIT(val, 0, 2, 0)" will do with a 3.

A twofer - bug 366611 removed extensions/p3p, and bug 383994 removed the hooks that asked p3p what it thought about things.
