394095 - cvs removes only show up on one branch at a time

Description

1. cvs remove something on trunk, then commit
2. notice that it shows up on an appropriate "Checkins to directory foo on all branches in the last foo:" query page
3. cvs remove same thing on a branch, then commit
4. notice only the branch commit shows up in bonsai now

What's more, the trunk commit will not show up at all if you look at the trunk-only page.

Bonsai was decommissioned, closing all remaining bugs "wontfix"
