This bug is closely related to #39340 (feel free to mark it as a dup.) If I am
viewing file:///tmp/foo.html and click on a link with href="bar.html" I am sent
to file:/tmp/bar.html, which doesn't work anymore.

Whether we want to support the the file:/tmp/bar.html form (for 4.x
compatibility) or not, relative URLs should use the proper file:///tmp/bar.html
form.

I do not see this behavior with 2000051520

When I click on a relative URL on a local file, it too is preceeded with 
"file:///"  and not "file:/"
(Win32 and Linux)
