Panels use CSS to remove the toolbargrippies that SeaMonkey provides.
They should switch to using xpfe="false" instead.
Also the tbalign should be changed to align in this case.
(The main Inspector toolbars are not affected by these issues.)

out of curiosity, what does xpfe="false" do?  Use toolkit instead of xpfe?
