Details

We don't have any tests to make sure toolkit-targeted apps can be properly added to a blocklist.  When I wrote the patch for toolkit@mozilla.org, I didn't write any tests for that, and so I can't verify that it's correct.  Oops.

Considering it went through multiple review passes by two different reviewers, it's probably right... but we'd be better off having actual tests for that.
