When I have a PDF file in a tab you cannot CTRL-F4 to close the tab nor can you CTRL-T to create a new tab.  You must go into the menu OR click on another tab to then use the keyboard shortcuts.  This includes using the CTRL-TAB to change tabs.  None of the keyboard shortcuts are operational.

Steps to Reproduce:
1. Open up a file in full PDF.
2. Attempt to use a keyboard shortcut.
Actual Results:  
Nothing

Expected Results:  
It should perform the action requested by the user via the keyboard.
