394350 - user with editbugs privs cannot SR attachments

Description

[Nelson Bolyard (seldom reads bugmail)]

Wan-Teh Chang, [e-mail] (module co-owner of NSPR & NSS) is now unable 
to set SR+ or SR-.  He CAN set R+ and R-, but not SR+ or SR-.
He has been asked to SR attachments to bug 394271, and is unable to do so.
He only sees ? and blank.

The last time that he successfully set an SR flag was 2007-08-04, 
bug 346354 attachment 275085 [details] [diff] [review].

Reed wrote: wtc has both the actual bits and the bless bits for editbugs/canconfirm.   the grant group is set to editbugs.

I filed this bug against this product, rather than against bmo, at Reed's
request.

I wasn't logged in at that time.  timeless told me that this
is a feature of Bugzilla to not show options that require
privileges when the user is not logged in.

These actions do not require privileges:
review and addl. review: " ", "?", "+", "-"
superreview: " ", "?"

These actions require privileges:
superreview: "+", "-"

Does this mean that completely anonymous people, not even logged in, can 
set/clear SR requests?   That's astonishing!

No, it only means you can START filling out the form, even if not yet logged in.

After you hit submit, you're still asked to log in.
