With current builds, users can add tags to individual bookmarks that they make. Currently, without using the "add bookmark" dialog, there is no mechanism to delete tags. The only way is to go through each bookmark with a tag (which can only be found looking in Organize Bookmarks) and use the "add bookmark" dialog to edit the bookmark, unchecking the tag.

If you want to get rid of a tag as a whole, you cannot delete the tag from all bookmarks but must find each bookmark with that tag and remove it from the bookmarks, one by one.

I'm assuming that the inability to even see tags by selecting bookmarks properties is just a lack of implementation.
Now that tag folders are available in the sidebar and organizer, you can delete the folder, or delete selections of tagged URIs.

Bug 451915 - move Firefox/Places bugs to Firefox/Bookmarks and History. Remove all bugspam from this move by filtering for the string "places-to-b-and-h".

In Thunderbird 3.0b, you do that as follows:
Tools | Message Filters
Make sure the correct account is selected. Click "New"
Conditions: Body   contains   places-to-b-and-h
Change the action to "Delete Message".
Select "Manually Run" from the dropdown at the top.
Click OK.

Select the filter in the list, make sure "Inbox" is selected at the bottom, and click "Run Now". This should delete all the bugspam. You can then delete the filter.
