39448 - Clicking Customize in charset menu freezes application.

Observed on 2000-05-13-20-M16 comm build:

Steps of reproduce:

1. Login your IMAP mail account
2. Click NewMsg button to launch Mail Compose window.
3. Select View->Character Coding->Customize.

Result:Application hangs.

Change to Mail Compose charset instead of Mail View charset.

Actually, freezing occurs also in the Browser menu.
Modified the summary line accordingly.

Hi, Momoi San: I filed 3 similiar bugs:39448 for Mail view, 39450 for mail 
compose, 39461 for browser. All related to Customize. Should we combine them to 
one?

juraj, are these all caused by the same problem? 
If so, you might want to mark all a duplicate of one
bug?

this is related to some changes in the pref.css file the UI team is making, I 
just unreferenced the file for now. It's not going to affect us and it's 
probbaly better to wait until it stabilizes enough to be usable again.

Checked Linux 2000-05-18-08 comm build, it should be fixed but I will verify 
it till Mac build since it is filed on Mac build.

heads up, prefs.css is gone.  i've updated pref-charset.xul to reflect this.
