Summary: browser.download.manager.showAlertOnComplete is turned off by default in new profiles

Steps to Reproduce:

1. In a nightly Minefield build of Firefox, create a new profile.
2. Download something, and notice that:
* we lack the "Downloads Finished" alert dialog

Note that if you change |browser.download.manager.showAlertOnComplete| (which is boolean |false| to |true|, this works.
OS: All → Windows XP
Hardware: All → PC

That seems to indicate that we do in fact have it set to true, so I'm not sure what is up...
I really don't know what I was thinking on this.  I just checked in a brand-new VM image of Windows Vista, and the alert shows up for the first profile, but not for the successive ones (even though the pref is set to |true|).

I'm going to try to figure this out; need some help, so setting qawanted (maybe a monster will come along and help me?) :-)

I'll do you one better, and close it myself.  I don't know what I was seeing, to be honest.  Gotta put down the crack pipe...
