Change default email Preference for "The CC field changes"

Details
For a newly created User Account, Email Preference for "The CC field changes" is true.
Cant we make it "false"?
I ask this because,
I wonder whether most of the bugzilla users care
who all are getting CCed on a bug.
(Execption: one will be worried when he/she get deleted from CC list)
So I feel "The CC field changes" preference item should be splited as
1. "Add emailid to CC field" (default:true)
2. "Delete emailid to CC field" (default:true)
3. "you are CCed or Un-CCed on a bug" (default:true)
OOPs...
1. "Add emailid to CC field" (default:false)
2. "Delete emailid to CC field" (default:true)
3. "you are CCed or Un-CCed on a bug" (default:true)

No, people can set this preference themselves. It definitely matters if certain people CC themselves on a bug, and it should be easy enough for people to change their preferences. (But if it's off by default, they might not even know that Bugzilla does that.)

No, there is no preference telling
"Email others when you add/remove CC on a bug"
So the problem now,
if you want be CCed on bug like bug 18574 it take lot of time for modification.
