toolkit/content/widgets/nativescrollbar.xml needs to go away, since there is no nativescrollbar element (bug 379319) and nothing's using this binding (bug
370439).

Should the corresponding file in xpfe also die? xpfe/global/resources/content/bindings/nativescrollbar.xml
