We need to figure out how to make an external library work with drupal.  So far...no luck...

Any page with a download button on it is currently broken until this is fixed.
adding a require line to the end of settings.php works.  a little ugly, but works

this is a very, very simple module to include a file.  a module would provide better control over the including of files than a line in settings.php.
