When the scrollbar on a dropdown menu is scrolled, it causes the entire page to
scroll
Reproducible: Always
Steps to Reproduce:
1. Go to http://www.mozilla.org/quality/help/bug-form.html
2. Click the Dropdown menu called "Component"
3. Move the scrollbar up and down
Actual Results: The entire web page scrolls
Expected Results: Just the dropdown menu scrolls

Can't reproduce on Linux Build 2000051608.
Is that the latest build for Linux?
This behaviour only started appearing with this morning's build. (51520)
Last night's builds (around 51608) did not show this problem.
I have not tested a Linux build since last night, so this could possibly be a
Win32-only bug

That's the latest build that launches :) Linux is on fire, will test later.
