Details

There are now two edit buttons for editors and publishers - one for revising and one for editing.  We want only revising. (they shouldn't have permission to edit at all)

For the record, the edit button appears when the user is looking at a revision.  So, the workflow is something like:

1) Live page -> Revise
2) User decides they're not happy with revision
3) Revision -> Edit

So, the editors and publishers to have edit permissions, but only when they are editing revisions (and the revisions don't go live)
