Left click an .exe file to download no longer gives the proper dialog box and you are not prompted by the file-picker on where to save the file if you have the option set 'Ask me where to save...'

Actual Results:  
No prompt from the file-picker, if you click 'save to disk' there is still no prompt from the file-picker and the download goes into the username/temp directory.



Expected Results:  
Should be prompted by the file-picker on where to save file.

Marking this WFM with a new profile.  There is still an issue with downloading .exe files using the 'open' option, will file a bug for that issue.
