39691 - 3pane Button Selection: Account Level Selected

Build 2000-05-16-09M16: Win95, Linux 6.0, Mac 9.04

Overview: When only the Account Level is selected in the folder pane, then the 
Mail Toolbar buttons should:

1. Disable
a. Reply (already disabled)
b. Reply All (already disabled)
c. Forward (already disabled)
d. File
e. Print
f. Stop (when no activity is occuring)

2. Enable (these items are already enabled)
a. Get Msg
b. New Msg
c. Next
d. Delete
e. Stop (when activity is occuring)

per mail triage:  remove nsbeta3 nomination and move to future milestone.  For 
the short term, we will combine items here into three bugs (in 3pane) to address 
for nsbetat3:  1. delete, change text, move menuitems;  2. enable/disable and 
text changes on context (dynamic);  3.  accelerator keys to work.

When this bug gets revisited after the first release, we'll need to see what 
items remaining that need to be addressed.

Nbaca, everything here is fixed except:

* Next and Delete should be enabled.

However, I don't agree. Why should Next [Message] and Delete [Message] be
enabled when no message is selected due to the Account Central?

If you agree, please mark this bug INVALID.

The only thing not fixed here (with the caveat of next/disable, where I agree
with hwaara) is that the Stop button is always enabled.  That's bug 85647. 
Marking this fixed.
