Many users want the ability to see the useful-links.html.tmpl output at the top of their displays rather than at the bottom. Others want to leave it the way it was. I suggest we create an update that will allow users to choose where the useful links are displayed first by user preference, then by system default.

this is now an easy extension to write. Do we want to mark this bug as "extension"?

Common links are displayed both at the top and bottom of pages, and this is fine as is. About saved searches, we should rather display them in a menu, see bug 324402.
