Open many tabs in Thunderbird trunk, and it can be seen that the tab icons will overlap each other until the close buttons are "hidden". Extreme left and right arrows are practically useless.

Reproducible: Always

Steps to Reproduce:
1. subscribe to mozilla.dev.planning and mozilla.dev.apps.thunderbird
2. open many tabs.


Expected Results:  
There should be a default minimum width of a new tab.

There will be a loss of functionality of closing the tab by mouse-clicking.

All the close buttons "disappear", and the extreme right arrow shifts everything *slightly* to the right such that the partially obscured extreme right close "X" comes fully into view.
