When the personal toolbar folder is selected in the manage bookmarks window, you
cannot add a new folder, bookmark or separator. These options do work when a
subfolder or bookmark is selected _within_ the personal toolbar folder.
Reproducible: Always
Steps to Reproduce:
1. Manage bookmarks
2. Select 'personal toolbar folder'
3. Add a new folder, bookmark or separator using any of the available methods
Actual Results: Nowt.
Expected Results: New folder/bm/separator shd be added within PTF.

As requested:
1. Using 'file-->new bookmark', the dialogs pop up, and I am able to enter a url
and name, but the new bookmark does not appear. The same happens using the
context menu and 'new bookmark' with the personal toolbar folder selected.
2. 'Nowt' means 'nothing'. Apologies for the regionalism.
3. The bug may well be the same as the two mentioned above. Using build
2000060208, I
can create bookmarks/folders/separators so long as a top level item is not
selected - for example, if I select a bookmark within my 'humour' folder, then
items are created within the same folder. But nothing gets created if any top
level item is selected. The dialogs pop up and work but nothing appears.

I'm duping this bug (and bug 41520) I believe this bug is just a more precise restatement of the same problem. Bug 39539
being older and already having he PDT blessing, it shall live on.
