If a user tries to access a page in a specified locale that is not yet translated, a <div> box at the beginning of the article should be shown, notifying the user, e.g. "This article has not yet been translated to [Language]. Maybe you could help us with that? Just click <Translate this page> and follow the instructions."

Was this not fully checked in during the last live server push (bug 416244)? It's not working in e.g. http://support.mozilla.com/sv-SE/kb/AUS+Update+XML+File+Malformed+200

Looks fixed to me. When I go to <http://support.mozilla.com/sv-SE/kb/AUS+Update+XML+File+Malformed+200>, I see a message "Denna artikel har ännu inte översatts till Svenska (sv-SE). Du kanske kan hjälpa oss med det? Klicka på Översätt denna artikel och följ instruktionerna." I don't know Swedish. Is that correct? :-)
