I noticed this behavior occasionally when switching tabs by clicking between them. Once in a while a form I was filling in would reload and discard any input I already set. Discarding it a as fluke at first it has becoming even more annoyingly.
Maybe this drag-feature should be removed as it isn't a feature one would use instinctively. Even in active tabs.
Reproducible: Always
Steps to Reproduce:
1. Open two tabs.
2. Click the inactive tab, hold left mouse button and drag down, release mouse button.
3. Watch as page reloads (and form values reset).
Actual Results:
Resets form values by reloading a page.
Expected Results:
Preserve form values already set. (By not reloading)
Probably aggravated by forms inside framesets, itchy mouse-settings, ...

I see this behavior in Firefox 3.0 RC 1 too. When several tabs are loading, switching between them triggers reloading of pages, so if I switch them constantly it will prevent tabs from being completely loaded and loaded content will be discarded every time. I guess it does matter on not quite fast Internet connection. It's really annoying and it should be fixed.

Can confirm on Windows, reloading the page is expected behaviour, I'm not sure about clearing form data though...

This isn't new, not going to block on behaviour that's been around for a really really long time to few complaints.

Confirming this repros on Mozilla/5.0 (Macintosh; U; Intel Mac OS X 10.5; en-US; rv:1.9.1b1pre) Gecko/20081006 Minefield/3.1b1pre. can we get this fixed for fx3.1? reloading a webpage when dragging an already open tab around doesnt seem sufficient.

It doesn't reload if you keep it on the tabstrip, only if you drag the tab (and thus the URL reference) into the content area. Agree with comment 3, not a blocker.
