When the width/height of the box (block-level element) is smaller than of the scrollbar control, i.e. the total height of [^] and [v] button / the total width of the [<] and [>] buttons, the scrollbar is gone, even if overflow: scroll or overflow: auto is specified.

In IE and Opera, a "mini" version of the scrollbar is used. The "mini" version looks like a spinner (spinbox), e.g. http://caspar.regis.free.fr/spinner/.
