It is conventional that all menu items that invoke a dialog box should be followed by an ellipses (...), but in SeaMonkey some of these ellipses are missing.

The menu items that I have found so far that should have ellipses but haven't are:
Go>History;
Tools>Cookie Manager>Manage Stored Cookies;
Tools>Image Manager?Manage Image Permissions;
Tools>Popup Manager>About Popup Manager;
Tools>Password Manager >Manage Storred Passwords;
Tools>Download Manager;
Tools>Add-ons Manager (in Suiterunner only);
Tools>Web Development>(all submenu items)

Reproducible: Always
Well, some items are doubtful. Does a menuitem opening another (main) window warrant an ellipsis? If the "Download Manager" should have one, should all entries of the Window menu have ellipsises, too?

No, menu items that open a main window shouldn't have an ellipsis, only items that open a dialog box. This is a well-established computer convention.

None of the items in the Window menu invoke dialog boxes, hence none of them should have ellipses. The "download manager" is not the main window of a SeaMonkey component, it is a dialog box that belongs to the browser, and as such should have an ellipsis.
