Details
Based on feedback and interaction with addons authors, editors should have the ability to decide that an addon should be put back into the sandbox after being public. Some causes for this can be, inactive author, malware, etc...

This actually requires no code changes, only permissions changes to groups. However, I think a few things need to happen policy-wise before this can be implemented:
- Very, very few of the people flagged as editors are actually active. I think it would be more appropriate to create a separate permissions group with the ability to do this. For example, there is already a Senior Editors group that can edit the details of other add-ons.
- In the past, anytime we sandbox an add-on, we send a detailed message to the author of the add-on explaining why it was done, and this is often times met with a non-friendly response. We would need to establish very clear reasons for which an add-on can be sandboxed, and how to send the e-mail notification, including cc'ing amo-editors or amo-admins, since editors won't have mozilla.com mail servers keeping records of interactions.
- Even now, I can't think of cases where an admin just goes and sandboxes an add-on, they usually consult with other admins before doing so.
So, I think this is really more of a policy bug - it's a very quick fix to implement on the site.

Justin,
Let's try to get this done please. We can put a note out explaining how that might work. I think we need to promote some editors as well.

What specifically would you like done? Give Senior Editors access to the Add-on Manager part of the Admin CP?

Ok, Senior Editors can now access that part of the admin panel.
Also, I added the Senior Editors that you added back to the Editors group as well - they won't appear in the credits otherwise and it doesn't reduce their permissions any.
