Build 2000-05-18-09M16: Win95, Linux 6.0, Mac 9.04

Overview: Special Folders include the Inbox, Trash (if the "Move to Trash model" 
is selected for the account) or any folder that is specified in the "Copies and 
Folders" panel. If a Special Folder is selected then the Mail Toolbar buttons 
should:


1. Disable
a. Reply
b. Reply All
c. Forward
d. File
e. Next
f. Delete
g. Print
h. Stop (when no activity is occuring)

2. Enable
a. Get Msg
b. New Msg 
c. Stop (when an activity is occuring)

3. If a message was previously selected in a folder, switching back to the same 
folder should enable all the Mail Toolbar buttons except:
a. The "Delete" button should always be disabled. 
b. The "Stop" button should only be enabled if activity is occuring.

per mail triage:  remove nsbeta3 nomination and move to future milestone.  For 
the short term, we will combine items here into three bugs (in 3pane) to address 
for nsbetat3:  1. delete, change text, move menuitems;  2. enable/disable and 
text changes on context (dynamic);  3.  accelerator keys to work.

When this bug gets revisited after the first release, we'll need to see what 
items remaining that need to be addressed.
