note, for these saved searches there is no search terms.

Yes, ideally.  The UI would be similar to iTunes/Mail.app, where the smart folder's context menu contains the command "Edit Smart Folder."  On Windows we need to call it a "Search Folder."
I think I can already edit Search Folder queries, in the lower-right (details?) pane of the Library. The query is cryptic and it seems to take a restart before the change shows up in the toolbar, but I can change f.e. maxResults with no apparent problems.

So, is this bug still about basic functionality not now available, or a better/ different/ additional interface to the current stuff? Or am I on the wrong track entirely?

I used to be able to edit them in that location but on the most recent builds search folder queries no longer have a location.  (And some previous searches broke but I presume I just haven't located the place this is documented yet)

Bug 451915 - move Firefox/Places bugs to Firefox/Bookmarks and History. Remove all bugspam from this move by filtering for the string "places-to-b-and-h".

In Thunderbird 3.0b, you do that as follows:
Tools | Message Filters
Make sure the correct account is selected. Click "New"
Conditions: Body   contains   places-to-b-and-h
Change the action to "Delete Message".
Select "Manually Run" from the dropdown at the top.
Click OK.

Select the filter in the list, make sure "Inbox" is selected at the bottom, and click "Run Now". This should delete all the bugspam. You can then delete the filter.
