Attachment: Translation of pipnss.properties

The l10n/fa/security/manager/chrome/pipnss/pipnss.properties file needs to be fully translated.

The attached patch provides this translation, and corrects a few existing Persian strings in that file.

"PKCS #1" is a title and label.  We shouldn't use Persian numbers in that case.

In fact, I think lots of these translations should be converted back to orginal text.

Behnam: apart from the usage of Persian numbers, can you please point out what other changes are needed here?  I plan on landing this soon.
