Very long tab tooltips appear above the tab instead of below it

STR:
1. Open a page with a very, very long title, like the URL above
2. Position your browser window so that it sits flush with the menubar
3. Hover over the tab widget until the tooltip appears
4. Observe the placement of the tooltip
ER: Tooltip appears below the tab/mouse pointer like every other tab (and extends to the bottom of the screen or is middle-truncated, if necessary)
AR: Tooltip appears above the tab/pointer and is about 1" tall
Right now we get 1" of tooltip containing the very end of the title; if the tooltip appeared below the tab/pointer like every other tab, we'd get about 13" of tooltip containing most (more) of the title. We might want to consider middle-truncating tooltips that just won't fit on the screen, though.

I don't suppose there's any way to make tooltips scroll, is there? :-p

This bug has been buried in the graveyard and has not been updated in over 5 years. It is probably safe to assume that it will never be fixed, so resolving as WONTFIX.
