I have a simple HTML page that doesn't specify a font.
When I view it on the screen, it is rendered in sans-serif. When I print it, it is rendered in serif.
Screenshots:

Preferences:
Default font: sans-serif Size: 16
Proportional: sans-serif Size: 16
Serif: serif
Sans-serif: sans-serif
Monospace: monospace Size: 14
I think the font names sans-serif, serif, and monospace are only on GNOME on Linux. It may be specific to that.
Bug 283461 has a similar title, but I don't think it's related, because I have sans-serif as the default font for Western, Central European, Other Languages, and User Defined. (My locale is en_AU, so I think I should get Western.)

do you see this issue still with version 3.6 or 4.0 beta?
