This will make it so we keep the entries in downloads.sqlite so that if someone else (e.g., places) wants to do something (e.g., redownload) with an old download, they can. We'll need some other way to actually delete entries for clear private browsing though..

Consolidates the done states into nsDownloadManager::sDoneStates. SET invisible=1 instead of DELETE.

We can come up with a better way for places to do this with annotations, and possibly changing how nsIDownloadManager::addDownload works. WONTFIX
