When installing firefox, it should provide an upgrade option and a separate install location (if there is a previous version of firefox installed). This would make it easier to have multiple versions of firefox installed for web developers testing their software with multiple versions.

Opera does this when upgrading their software.

You can already choose a different install location when you select a Custom install. Isn't this sufficient?

Yeah you can choose a different install location, but there are issues.

When installing 3.0b1, I select the "Custom" Setup Type. I then choose a different location than my current Firefox is installed (2.0.0.9). On the Finish screen, the Launch Firefox now is checked. I click "Finish" thinking that I will be able to easily run 3.0b1 and 2.0.0.9 concurrently, but i get an error stating "Firefox is already running. Please close Firefox prior to launching the version you have just installed.".

The expected results should be Firefox 3.0b1 starts up and am able to run both versions concurrently as long as they are installed in different locations.

That has nothing to do with the originally reported bug and would have to be fixed by the app providing the ability to do this in a manner that you would like. The installer would then most likely just require a very simple change to launch the app with a command line switch that did what you want. There is the -no-remote option but that would not be what the vast majority of users would want.
