I like the idea of maintaining a calendar and exporting public items to my work website, but I want to be able to export private (and confidential) items, but with no information other than the times and a (user-definable) note that I am "busy".

This is something that we should take. I'm trying to morph this into a tracking bug for the FreeBusy/Public/Private event feature.

No, this is not the same. Bug #205659 is about automatically publishing free/busy time only.
I want the ability to publish some events with details (e.g. an academic talk that I am giving), but for other things to either just declare that the time is busy (e.g. doctor appointment), and yet other things to not list in calendar at all (e.g. birthdays).

Ok, I understand. We already have UI to specify an item's CLASS [1] in the event dialog. We could enhance the export dialog to offer an option to mind that property, e.g. "Filter Out Private Items". The exporter would filter out PRIVATE/CONFIDENTIAL items, and add free-busy items for the CONFIDENTIAL ones.
Does this make sense?

See also bug 167255. A wizard would be good if more than a few options show up. Daniel's proposal sounds good to me.

It does. Maybe filters for CATEGORY as well.
Note (this merits a separate bug report): a Help UI (button or a tooltip) is needed to explain the difference between "private" and "confidential". My reading of it is that one would add free/busy times for "private" but not "confidential". However, you are indicating the reverse of that.
Perhaps one should have the option to create filters for events (and save them) based on criteria (CLASS. CATEGORY, etc.) with actions (export event, export free/busy time, do not export, maybe even export a munged version of the event).
The UI would allow one to select which filter to use.
