There already is : see <http://kb.mozillazine.org/Session_Restore>. Set browser.sessionstore.enabled to "false" (in about:config)

Though usually you'll rather want to set browser.sessionstore.resume_from_crash to false instead, as otherwise you'll disable History -> Recently Closed Tabs as well. @Jo: browser.sessionstore.enabled disables the whole SessionStore component, not just the Session _Re_store feature.
