401334 - The application doesn't lauch

Launching the application from either the short cut or directly from the EXE file, fails.
Notice that the cursor changes to the loading state, for a few seconds, but then nothing happens; the cursor will go back to idle modem, and the app will not start.

(OS: Windows XP PRO version 2002 with service pack 2.)

Reproducible: Always

Steps to Reproduce:
1.Launch the App.
2.The cursor changes to loading mode for a few seconds
3.Notice that the cursor will go back to normal, and the application will not start.
Actual Results:  
The App, does`t launch.

Expected Results:  
Launch.

There is no much information to add, the bug is pretty isolated, and simple.

this is similar to a different bug that was caused by a xulrunner instance hanging around. We haven;t seen this happen and have not had any other reports. I am "WORKSFORME" this bug.
