Panels do not have grippy to maximize/minimize

I could not find a bug on this so am logging a new one.
Select Add->Customize.
In the dialog that opens, observe that the tab named 'International' does not
have a grippy to minimize/maximize.
Clicking on the tab itself works fine (minimize/maximize)

Changing summary to reflect new status. No I do not see a grippy for any of the
panels in the Sidebar (Favourites, From Others..etc.). Although I can open and
close the panels double clicking on the icons themselves, but..is this a desired
feature? (build used: 2000062108)
Summary: International panels tab does not have grippy → Panels do not have grippy to maximize/minimize
As can be seen in the spec Sidebar Tabs are not supposed to have a grippy as this
is only for the dividers between panes (e.g. mail and sidebar). Sidebar Tabs use
their header area as the control to open/close. Bug 34925 is related and shows
how we might improve on the open close functionality. Mark invalid.
