Bug 299424 moved the accesskeys for dialogs back to none, and doesn't really give a good story on why.

Could we add a localization note to dialog.properties explaining why we have 

accesskey-accept=
accesskey-cancel=
accesskey-help=
accesskey-disclosure=

and why they're empty? And under which circumstances one would change that?

Trying mconnor and beltzner for input here, as they ruled bug 299424.
