I cannot reproduce with current Seamonkey v2.0a1pre. And there is no options named "Use smooth scrolling". (Or I cannot find it.) And note that this is quite old report. I am using Windows Vista.
Is this bug still valid? I've tried it with the latest trunk and it seems to work. The "Use smooth scrolling" and "Show website Icons" have been moved to Appearance->Content.
