Sometimes comments can get very long, especially now that email_in.pl is supported, and a reply or forward may make for a very long comment (which should be cleaned up, but will not always be). There are other situations that would cause long comments as well. What I am suggesting is that some configurable amount (say, 30 lines for example) are shown, and a message stating that the message was too long, and it has been truncated, with a link to either expand the comment, or load the comment in some other way. JS could be used to do this inline and dynamically as well I suppose. I know that there are collapsable comments coming soon, and I believe this is a useful variation on that idea.
