With no text in the location bar, the location bar has a blank tooltip

Reproducible: Always

Steps to Reproduce:
1. Open new window, ensure there is no text in the location bar
2. Float mouse over location bar for a second
3. You get a yellow square

I can see this in Windows too, although only if the location bar doesn't have focus.

Seems rather simple.  This resolves the issue.

The optimal fix would be to display the tooltip only if the address is longer than the textbox. I've removed this in bug 400809.
