Currently, for cancelled/failed downloads, we have the following context-menu items:

Retry
Remove
Clear List

Copy Source Location

We should have:

Retry Download

Clear List
Flags: in-litmus?
Flags: blocking-firefox3?
Flags: blocking-firefox3? → blocking-firefox3+
Priority: -- → P3
Target Milestone: --- → Firefox 3 M11
Priority: P3 → P1

Verified with Mozilla/5.0 (Macintosh; U; Intel Mac OS X 10.4; en-US; rv:1.9b3pre) Gecko/2007121612 Minefield/3.0b3pre. If referrers are disabled "Go to Download Page" is grayed out as expected.
