Firefox doesn't initialize with this extra menu present, but if command-tab is pressed to switch to another app, then released, then pressed again to switch back to Firefox, the extra menu appears. See the screenshot.

Steps to Reproduce:
1. Launch Firefox
2. Switch to another application, then back to Firefox
3. Extra File menu appears
