Firefox will check itself as system's default browser if the "When Firefox starts" setting is "Show my home page", but it won't if the setting is "Show my windows and tabs from last time

Reproducible: Always

Steps to Reproduce:
1. Set IE (or other browser) as default browser
2. In Firefox, in Tools->Options->Main, change the "When Firefox starts" setting to "Show my windows and tabs from last time
3. Set the System default to "Always check to see if Firefox is the default browser on startup
4. Restart firefox
Actual Results:  
It didn't show the dialog to say firefox is not the default browser

Expected Results:  
The dialog "Firefox is not currently set as your default browser" and let user to set it
