64-bit build and cross-build support, rev. 1

This patch allows for the most primitive form of cross-compilation targeting a 32-bit target from a 64-bit host.

It also adds the ability to build only MMgc and not tamarin, in an x86-64 configuration. I don't know whether this works correctly, because I don't have a testbed... but I'm pretty sure it won't hurt.
