When I drag by mouse to change window's height, the vertical-scroll bar won't redraw to fit page's body, but It will redraw after I change window's weight.
I can't scroll the page if I didn't change window's weight after I change window's height.

Reproducible: Always

Steps to Reproduce:
1.Launch gmail.webapp.
2.Finish loading GMail.
3.Use mouse point to window's border.
4.Hold click and drag mouse to change window's height.
Actual Results:  
If body's height higher than the window, it will show scroll for user to browse whole page. But if I just change the height of window, the scroll bar won't redraw to fit the window. I can't scroll to the button of page if I make window's height shorter.

Expected Results:  
It should redraw and just fit the window for use again.
