That's pretty much it. Some PDF files open a hundred million times and force you to close the whole window. 

Reproducible: Always

Steps to Reproduce:
1. Go to Wizards of the Coast Site
2. Download anything, even errata
3. Opens a million windows
Actual Results:  
I did this. It opened 200+ windows before I had to close Firefox

Expected Results:  
It should have opened ONE

It does download the material, it just makes a big mess.

Are you running any extensions?

I used 2.0.0.11 on XP just fine on the following URL:

http://www.wizards.com/default.asp?x=dnd/charactersheets
