For now, the client.py in the mercurial mirror fetches nss and nspr with CVS. If there were a nss repository and nspr repository, one could ditch CVS completely.
There also would be less integration problems since nss and nspr would then be able to be a fist-class citizen of the hg local copy.

Deciding whether or not to mirror NSS and NSPR is not a decision for the Server Ops team, so this bug should probably find a new component.

NSPR and NSS are independent projects from mozilla, and will make VCS decisions independently. Until the owners of those projects make a decision to switch, this bug is WONTFIX. Please bring this up in the appropriate newsgroups to get a discussion started if you wish.
