Angle brackets (< and >) used along Back and Next buttons should be replaced with \U25C0 (or \U25C2) and \U25B6 (or \U25B8) Unicode characters, respectively.

Erm... replace the angle brackets (ASCII) with Unicode (non-ASCII) arrows? Um, what about systems that lack the fonts to render those properly? Besides, the use of angle brackets on back/next buttons is pretty universal and is used all over Windows.
However, replacing the guillemet on the "Download & Install Now" button with a > angle bracket would be a good idea.

An example of an operative system that would present that problem would be useful. Even if it's universal, doesn't really mean it is correct.
< means lower than, not arrow pointing backwards (suggesting going back).
