when you browse a JPEG file and try to preview the image , the preview image function doesn't work until the whole image loaded .

Reproducible: Always

Steps to Reproduce:
1. Open two tabs
2. go to http://stores.lindahollingdale.com/catalog/MoonOverMansfield.jpg
3. try to preview the image from the other tab 
Actual Results:  
the preview image function doesn't work until the image completely loaded  

Expected Results:  
preview image must show the partial preview of image
Can you reproduce with SeaMonkey v1.1.9 ?

Could you try Firefox and/or Internet Explorer ?
